Connection for an electricity producer (from 15 kW)

If you want to produce and sell electricity using production equipment with a capacity of more than 15 kW, you need to be connected as an electricity producer. This means that being connected to the grid is also needed to connect a backup generator.

In order to receive an electricity producer's connection offer, a connection application must be submitted together with additional documents. Indicative fee range

Based on the connection application, we can give you a preliminary indication of the fee.

Payment of the deposit

If the indicative quote is acceptable, pay the deposit to receive a binding and definitive connection offer. After the deposit has been paid, we can prepare the quote.

Signing a connection contract

We will sign a connection contract and begin the construction work required for the connection once the first instalment has been paid.

You need a network contract to be able to use the network connection.

The actual cost of construction and, if necessary, the additional cost of the reinforcement of the electricity network and/or the reinforcement of Elering's network, including a processing fee of €1600, a handling fee of €3300 and the cost of Elering's construction works.

Connecting to the grid as an electricity producer is a complex process that can take from 2 months to 3 years, depending on the capacity of the production equipment and the state of the grid.

Steps for connecting as an electricity producer

To receive indicative fee information, you must submit a request using the connection application form either through the e-service or by sending it to [email protected]. After you have submitted your application, we will send you an email with the indicative fee. The indicative fee is a preliminary indication of the cost of the works, which is an estimated amount known at the time of preparation.

If works in Elering's network are involved in the connection process, the indicative fee will be prepared using public information from Elering's e-Gridmap.

If the connection does not require to carry out work in Elering's network, we will prepare a cost estimate for the work required in the ELV network. The indicative fee information is not the exact price added to the offer for a binding connection contract.

The customer has 14 days to decide based on the indicative fee information whether or not they want a binding connection offer. If a binding connection offer is requested based on the fee information, a deposit must be paid or a letter of guarantee provided. If based on the fee information you do not wish to enter into a connection contract, you must still inform Elektrilevi and the application will be cancelled.

If based on the indicative fee information a binding connection offer is requested, a deposit must be paid or a letter of guarantee provided.

To receive a binding connection offer, you must notify Elektrilevi within 14 days. We will then send you a security deposit invoice with a payment term of 7 days, and once the security deposit has been paid, a connection contract offer will be prepared.

The deposit fee is €38 per kW, no VAT is incurred. A guarantee from a credit institution, a financial institution or an insurer is also suitable.

  • The letter of guarantee must be valid from the date of the application to the start of production.
  • The letter of guarantee must be valid for a minimum of 3 years at the time of the application.
  • If the letter of guarantee expires during the connection process, a new letter of guarantee with a new expiry date must be submitted to Elektrilevi before the old letter of guarantee expires, or the deposit must be paid.

  • Non-payment of the deposit fee and/or expiry of the letter of guarantee will invalidate the connection application, connection offer, connection contract.
  • We will send you a connection offer usually within 30–70 days, depending on the complexity of the connection and the capacity of your existing network.

    The processing of electricity producers' applications may require an increase in the connection capacity in the direction of production between the distribution network operator and the transmission network operator, which will increase the processing time, and in total, it may take up to 150–340 days to issue a connection offer. In some cases, you will also have to pay Elering's handling fee of €1600 + VAT.

    We will inform you in advance of the need to connect to Elering and we will wait for your agreement to pay the handling fee. The costs in Elering's connection offer are added to the price of your connection.

    In the case of production modules with a capacity of 5 MW or more, the obligation to coordinate with Elering is the responsibility of the connectee, and the application must be sent to the email address of Elering's customer manager. Coordination with Elering is subject to a fee according to Elering's price list.

    We base our offer on the grid code, the network code on the functioning of the power system, the conditions of connection of Elektrilevi OÜ and the conditions of connection of Elering AS.

    We will start the work after the first instalment has been paid.

    You have up to 60 days to consider the connection offer. If the conditions are acceptable to you, we will sign an electricity producer connection contract and send you an invoice for the first instalment. We will start the work after the first instalment has been paid.
