Connection for an electricity producer (from 500 kW)

If you want to produce and sell electricity, you have to connect to the power network. You will have to connect production equipment of greater capacity (greater than 500 kW) to the Elektrilevi network. Connection as an electricity producer is also required in the event of the short-term parallel operation of a reserve generator.

In order to receive an electricity producer's connection offer, a connection application must be submitted together with additional documents. How much does connection cost?

The connection fee is always based on actual costs, the exact amount of which and the connection time will be clarified in a connection quotation. It might become clear when preparing the connection offer that Elektrilevi has to increase the transmission capacity into Elering's network. The costs and processing fee specified in Elering's contract offer will be added to your contract offer.

How long does it take to be connected?

Connecting to a power network as an electricity producer is a complicated process that may take from 2 months to 3 years. This depends on the capacity of the production network and the condition of the power grid.

As an electricity producer, you can join on your property if you submit the producer's connection application together with additional documents to us.

  • Based on the request, we will make you a price offer, which we will send:

  • Within 60 days if the application is submitted for a device with a power of up to 15 kW
  • Within 150 days if the application is submitted for a device with a power of more than 15 kW
  • The issuance of tenders has prolonged due to the increased number of electricity producers' connection applications.

    When preparing the offer, we immediately take into account that it would be possible to make changes in the electricity network of the distribution network company and/or the transmission network company. The development and coordination of such technical solutions will take time.

    We issue electricity producer offers:

  • for a production unit with a power of up to 15 kW - within 60 days
  • for a production unit with a capacity of more than 15 kW - within 150 days, as it requires coordination with Elering.
  • To change the terms of the subscription agreement, an application must be sent to [email protected]

  • If the technical solution remains the same, an annex to the joining agreement will be concluded to change the conditions.
  • If it turns out that the technical solution also needs to be changed in order to implement the change, the manufacturer must start the connection process from scratch.
  • Electricity generation equipment may only be connected to the electricity grid after the electricity or micro producer's network contract has been signed bilaterally.

    Only direct property damage is subject to compensation. Loss of income is not subject to compensation.

    The principles of compensation are set out in the standard terms and conditions of the network contract:

  • Clause 11.8 of the standard terms and conditions of the network contract of Elektrilevi OÜ for low voltage up to 63 A states: 11.8 A party shall compensate the other party only for direct property damage caused by violation of the obligations provided in the network contract. Direct property damage also includes costs related to the elimination and/or reconstruction of damage to the network or its part, including metering systems, due to a breach of the obligation. Other damage, including non-pecuniary damage and loss of income, is not subject to compensation.
  • Clause 12.8 of the standard terms and conditions of the network contract of Elektrilevi OÜ for low voltage above 63 A and medium voltage states: 12.8 A party shall compensate the other party only for direct property damage caused by violation of the obligations provided in the network contract. Direct property damage also includes costs related to the elimination and/or reconstruction of damage to the network or its part, including metering systems, due to a breach of the obligation. Other damage, including non-pecuniary damage and loss of income, is not subject to compensation.
  • The faulty interruption starts from the moment when Elektrilevi becomes aware of it and ends when the electricity supply at the place of consumption is restored.

    Due to the standard terms and conditions of the electricity distribution network contract (low voltage up to 63 A; low voltage above 63 A and medium voltage), the duration of an interruption due to a fault shall be taken into account if the network operator became aware or should have become aware of the interruption.

  • We can find out about interruptions in two different ways:
    a) through customer notifications;
    b) automatic fault information from the substation.
  • Elektrilevi does not have operational information on the electricity supply of the place of consumption by individual places of consumption. As a result, the customer is not automatically notified when a single main fuse is applied.
  • Network charges shall be reduced in the event of a breach of security of electricity supply requirements.

    According to the standard terms and conditions of the electricity distribution network contract (low voltage up to 63 A; low voltage above 63 A and medium voltage), the network operator shall reduce network charges in the relevant calendar month in accordance with the procedure and to the extent of the quality requirements regulation.

    The quality requirements for network services and the conditions for reduction of network charges in the event of violation of these requirements are provided in a regulation of the Minister of Economic Affairs and Communications Quality requirements for network services and conditions for reduction of network charges in case of violation of quality requirements.

    Steps for connecting as an electricity producer

    To receive a connection offer as an electricity producer you need to submit a connection application together with all the listed application documents. Send the application by e-mail to [email protected] or by post.

    We will send the connection offer within 30 to 150 days depending on the complexity of the connection process and the transmission capacity.

    It might become clear when preparing the connection offer that Elektrilevi has to increase the transmission capacity into Elering's network. In such case, you have to pay Elering's processing fee (1600 euros + VAT) according to the transmission network price list to receive a contract offer. The costs specified in Elering's contract offer will be added to your contract offer.

    Starting from 27.04.2019, Elektrilevi is not responsible for coordinating power plant connections with Elering. For production equipment with a capacity of 5 MW or higher, the customer must arrange the coordination with Elering by sending a respective application to the e-mail address of Elering's customer manager. The customer will be charged for the coordination according to Elering's price list.

    The connection offer is based on the Grid Code, the network code on, the functioning of the electricity system, Elektrilevi OÜ terms and conditions for connections and Elering conditions for connecting to the Grid.

    We will sign a connection contract and begin the construction work required for the connection once the first instalment has been paid.

    You have 60 days to review the connection offer. If you accept the terms, then we will sign an electricity producer's connection contract with you and send a bill for the first instalment of the connection fee. We will start the construction work after the first instalment has been paid.

  • We will build a power network connection and sign a contract with Elering AS if necessary.
  • We will coordinate the electrical design for the electricity and communications section of the power plant.
  • We will sign a fixed-term network contract with you to conduct acceptance testing of the power plant.
  • After we have confirmed that the results are successful, we will issue a Grid Code conformity certificate.
  • By you :

  • You have to submit the electrical design for the electricity production to us for coordination and build a power plant.
  • You also have to coordinate the communications design (production equipment with a capacity of 0.5 MW and higher) and the electricity production design (production equipment with a capacity of 5 MW and higher) with Elering AS. For electric power plants of 5 MW or higher, the connection coordination with Elering AS is subject to a charge that is based on Elering's price list. You will pay the coordination fee on the basis of an invoice directly to Elering.
  • Pay the last instalment of the connection fee.
  • You must conduct acceptance testing of the power plant and send the results to us.
  • You need a network contract to be able to use the network connection.
