Elektrilevi has concluded framework agreements for network-related operations worth 40 million euros

Elektrilevi has concluded framework agreements for doing network operations until 2022 in six regions of Estonia. The total value of the contracts concerning electricity network construction, maintenance and repair work is approximately 40 million euros. Elektrilevi has never before procured that many different electricity network operations from partners by network framework procurement.


The partners will start eliminating electricity network failures, doing line maintenance and electrical network repair and construction work in Ida-Viru, Lääne-Viru, Järva and Rapla Counties, Hiiumaa and Saaremaa, and eastern part of Harju County.

“The number of failures in Elektrilevi’s network has decreased twice within the last five years, which means that sustaining a 24/7 standby for this purpose in our own house is not reasonable. Passing several different types of works over to our partners helps us to operate more efficiently and our partner companies to plan and manage work flow more efficiently,” said Elektrilevi’s construction field manager Kristo Külljastinen.

As a result of an international procurement, Elektrilevi concluded six agreements. AS KH Energia-Konsult with OÜ Pluvo will start doing network operations in Eastern Harju County, OÜ Elrek-Mont in Ida-Viru County, OÜ Arendus & Haldus with Empower AS in Lääne-Viru County, AS Connecto Eesti in Järva and Rapla Counties, and Empower AS in Hiiu and Saare Counties.

“Due to the development of the network and expectance on an efficient network service, we are moving in the direction of Elektrilevi having to increasingly plan the electricity network by means of using engineering technical know-how, and wisely ordering and managing the works. However, we carry out network operations more and more with the help of our partners,” Külljastinen described the direction resulting from the development of the network.

“This is of course accompanied by a great responsibility of training partner companies and ensuring uniform quality – the partners are like our arm extensions to the customers and we need to take care of network operation competence not only inside our company, but in the market as a whole,” he added.

Elektrilevi is the largest network company in Estonia and manages approximately 61 000 kilometres of power lines and 24 000 substations. In addition, the company manages 40% of Estonian street lighting spots and is piloting establishing an open communications network to the electricity infrastructure enabling fast internet connection.
