Connection for small producers (under 500 kW)

Small producers with electricity production capacity below 500 kW are welcome to join our electricity network. In addition to consuming high-quality electricity the excess electricity can be sold to a suitable electricity seller.

  • Applications up to 15 kW will be issued within 60 days
  • The processing of applications from electricity generators above 15 kW may require an increase in generation capacity between the distribution system operator and the transmission system operator. However, this extends the term of the procedure by 90-190 days, i.e. in total it may take 150-340 days to issue a connection bid. In some cases, it is also necessary to pay Elering's processing fee of 1600 EUR + km.
  • Connection application with documentation

    In order to receive an electricity producer's connection offer, a connection application must be submitted together with additional documents. This can be done via self-service, e-mail or regular mail. To submit the application by e-mail, send the necessary documents and the completed form to the address [email protected].

    How much does connection cost for a small producer?

    If the transmission capacity of the electricity network is sufficient, the following investments will be required:

  • a meter suitable for production purposes
  • an isolating switch to assure safety
  • If the transmission capacity of the electricity network is not sufficient and needs to be increased, you will also have to pay for the necessary work and equipment and materials.


    The connection fee is determined during the preparation of the connection offer.

    Steps to connection

    We can use the connection application to prepare a quote.

    To receive a connection quotation, submit a connection application (doc). After receiving your connection application, we will send you a cost-based contract offer. The connection fee is indicative.

    When preparing a contract offer for an electric power station over 15 kW, Elektrilevi might discover that the throughput into Elering's network has to be increased. In such case, you have to pay Elering's processing fee (1600 euros + VAT) according to the transmission network price list to receive a contract offer. The costs specified in Elering's contract offer will be added to your contract offer.

    The connection costs might increase or decrease in comparison to the original offer during the connection work. The connection fee will be offset with the last instalment after the construction has been completed.

  • If you are not the owner of the property you are using, you also must include the owner's letter of authorisation with your application.
  • In case of a common ownership, the written approval of the co-owner must be included.
  • If you want to join as a producer in an apartment complex or a row house, you must also include the written approval of the apartment association or all co-owners with you application.

  • We issue connection offers for electricity producers up to 15 kW within 30-60 days.
  • Processing of applications of electricity generators over 15 kW may require an increase in generation capacity between the distribution system operator and the transmission system operator, which extends the processing time by 90-190 days, i.e. it may take up to 150-340 days to issue a connection offer.
  • We will sign a connection contract and begin the construction work required for the connection once the first instalment has been paid.

    You have 60 days to review the connection offer. If you accept the terms we will start the construction work after the first instalment of the connection fee has been paid. The size of the first instalment is:

  • 50% of the connection fee, if the total connection fee is up to 6,000 euros.
  • 10% of the connection fee, if the total connection fee is over 6,000 euros.
  • To be able to start using your production equipment, send us a report on how the safety settings of the production equipment are set and a copy of the conformity audit report.

    As an electricity producer, you can join on your property if you submit the producer's connection application together with additional documents to us.

  • Based on the request, we will make you a price offer, which we will send:

  • Within 60 days if the application is submitted for a device with a power of up to 15 kW
  • Within 150 days if the application is submitted for a device with a power of more than 15 kW
  • The issuance of tenders has prolonged due to the increased number of electricity producers' connection applications.

    When preparing the offer, we immediately take into account that it would be possible to make changes in the electricity network of the distribution network company and/or the transmission network company. The development and coordination of such technical solutions will take time.

    We issue electricity producer offers:

  • for a production unit with a power of up to 15 kW - within 60 days
  • for a production unit with a capacity of more than 15 kW - within 150 days, as it requires coordination with Elering.
  • To change the terms of the subscription agreement, an application must be sent to [email protected]

  • If the technical solution remains the same, an annex to the joining agreement will be concluded to change the conditions.
  • If it turns out that the technical solution also needs to be changed in order to implement the change, the manufacturer must start the connection process from scratch.
  • Electricity generation equipment may only be connected to the electricity grid after the electricity or micro producer's network contract has been signed bilaterally.

    Only direct property damage is subject to compensation. Loss of income is not subject to compensation.

    The principles of compensation are set out in the standard terms and conditions of the network contract:

  • Clause 11.8 of the standard terms and conditions of the network contract of Elektrilevi OÜ for low voltage up to 63 A states: 11.8 A party shall compensate the other party only for direct property damage caused by violation of the obligations provided in the network contract. Direct property damage also includes costs related to the elimination and/or reconstruction of damage to the network or its part, including metering systems, due to a breach of the obligation. Other damage, including non-pecuniary damage and loss of income, is not subject to compensation.
  • Clause 12.8 of the standard terms and conditions of the network contract of Elektrilevi OÜ for low voltage above 63 A and medium voltage states: 12.8 A party shall compensate the other party only for direct property damage caused by violation of the obligations provided in the network contract. Direct property damage also includes costs related to the elimination and/or reconstruction of damage to the network or its part, including metering systems, due to a breach of the obligation. Other damage, including non-pecuniary damage and loss of income, is not subject to compensation.
  • The faulty interruption starts from the moment when Elektrilevi becomes aware of it and ends when the electricity supply at the place of consumption is restored.

    Due to the standard terms and conditions of the electricity distribution network contract (low voltage up to 63 A; low voltage above 63 A and medium voltage), the duration of an interruption due to a fault shall be taken into account if the network operator became aware or should have become aware of the interruption.

  • We can find out about interruptions in two different ways:
    a) through customer notifications;
    b) automatic fault information from the substation.
  • Elektrilevi does not have operational information on the electricity supply of the place of consumption by individual places of consumption. As a result, the customer is not automatically notified when a single main fuse is applied.
  • Network charges shall be reduced in the event of a breach of security of electricity supply requirements.

    According to the standard terms and conditions of the electricity distribution network contract (low voltage up to 63 A; low voltage above 63 A and medium voltage), the network operator shall reduce network charges in the relevant calendar month in accordance with the procedure and to the extent of the quality requirements regulation.
